The granting of planning permission on this site followed a Public Inquiry against Peterborough City Council’s refusal of the planning application via delegated decision in May 2025. Prior to the Inquiry opening, the council agreed that they would no longer defend the appeal as they were unable to demonstrate a 5-year housing land supply. The council also agreed that any adverse impacts of granting permission would not significantly and demonstrably outweigh the benefits.
Project highlights include:
- Permission for 250 dwellings in a sustainable location including the only village within the Peterborough City area that hosts a primary and secondary school.
- The sites suitability is supported by its status within the Council’s emerging Local Plan, allocated for up to 255 homes following submission of our planning application.
- A series of highway improvements including walking and wheeling measures throughout the village to improve access to local services including schools whilst improving traffic flow.
- Delivery of 30% affordable housing.
- Significant areas of public open space including a nature improvement area and biodiversity net gain on-site.
Our evidence to the Inquiry dealt with a number of planning issues, including the site being partly within two neighbourhood plans, Glinton and Peakirk.
The Glinton Neighbourhood Plan (2021) didn’t allocate any housing sites and the Peakirk Neighbourhood Plan which did allocate one site was made over 5 years ago (2017). The Inspector agreed with our evidence and concluded that the provisions of paragraph 14 of the NPPF did not apply. The tilted balance under paragraph 11(d) remained and permission was granted.
