The site comprised arable land, located to the south of Hempsted, a village that sits alongside the urban area of Gloucester.

Approximately 20 months after the application had been submitted we received feedback on the council’s view on the principle of development. At this time, Gloucester City Council announced that a cyber-attack had disabled some of its computer systems. Due to this incident, it was decided that they would not be determining the application for an undisclosed amount of time. We then appealed the planning application for non-determination.

Initially, Gloucester City Council sought to defend the appeal and the main issues which included landscape impacts and the potential odour impact on future residents from an adjacent wastewater treatment works. However, with the support of Counsel and expert consultants, Gladman demonstrated that the benefits would outweigh any identified harms and that the development ought to be granted planning permission. Subsequently, the outline planning application was allowed at appeal, with Gloucester City Council withdrawing their opposition to the proposal prior to the inquiry.
