We started promoting this site in December 2012 on behalf of our landowner.  We submitted an outline application for up to 160 homes, public open space, landscaping and drainage, with access from Tadcaster Road, in March 2018, and after over 5 years of detailed technical work in consultation with City of York Council, the application was approved at planning committee in April 2023.

The site was positioned in the Green Belt, but it was identified in the emerging Local Plan as a strategic housing allocation.

There were numerous technical issues which we had to address during the determination of the application, such as heritage impact, traffic, impact on the hydrogeology of a local Site of Special Scientific Interest and pressure on local services. These issues were resolved through design changes, mitigation measures, planning conditions and financial contributions towards local infrastructure improvements.

The council concluded that whilst the proposal would cause harm to the openness of the Green Belt and the historic setting of York, the benefits of delivering much-needed housing, including 30% affordable homes, and supporting infrastructure amounted to ‘Very Special Circumstances’ which outweighed the harm to the Green Belt.

There were several further technical challenges at the disposal stage, including lengthy negotiations with Network Rail who were planning a new footbridge across the adjacent railway line and finalising the surface water drainage solution with the Internal Drainage Board.
