The site was located on the edge of Stourport on Severn. The majority of the site lay within Malvern Hills District Council’s boundary, however the access point was located within Wyre Forest District Council.
The two local authorities presented two different planning contexts, with Wyre Forest being able to demonstrate a five-year housing land supply, but Malvern Hills unable to do so.
The site is located on the edge of the settlement and is well contained. However, there were wider landscape views towards the south of the site and public footpaths crossed the site, which required careful consideration. To strengthen the case on landscape and recreation, additional land was included within the application to create a country park, this allowed for the drainage basins to be located outside the main site, maximising developable area. This also led to the creation of an attractive edge to the settlement and an area of green space accessible to existing and new residents.
The site was allowed at appeal with both local authorities defending the decision. The Inspector allowed the appeal on the basis of significant weight being afforded to the delivery of market and affordable housing and the benefits of the schemes outweighing the harms in both council areas.
